1. Caribbean Sun Airlines Coming Back; Caribbean Airfare Shakeup Likely
When it served a number of Caribbean routes including the lucrative one between San Juan and St. Maarten, Caribbean Sun airlines played a very significant role in ensuring that competition among carriers kept airfare prices reasonable.
Caribbean Sun airlines went out of business a while ago but it's coming back, flying 737 aircraft instead of the little puddle jumpers it used before. We expect it to resume flying between San Juan and St. Maarten, probably before the coming high season.

2. Is The Passport Crunch Over? Unequivocally Perhaps
There are some hints --- and only hints --- that the long-term log jam affecting passports may be loosening.
Although many post offices are still telling applicants that the wait for passports is 12 weeks (which would put issuance of passports applied for now into December), we're hearing scattered reports that some applicants are receiving their passports in as little as three or four weeks.
If you've applied for a passport recently and have already received it (or not), please let us know.
If you plan to go to St. Maarten anytime after December 1, we still recommend you use expedited service from the passport office to help ensure that your passports arrive on time. If readers tell us the passport office is getting better at service now, we'll pass that along, but our sense is that you'd be sensible to allow plenty of time for your passport to arrive. Despite the fact that many more passports can be processed now than before the staff-up, another logjam could easily develop as winter travelers rush to get last-minute passports.

3. "Ingrid" Weakens, May Dissipate
Last night, as this newsletter was being readied for distribution, tropical depression Ingrid, carrying only 35 mph winds, was moving slowly westward toward the northern Leeward islands. It was expected to dissipate today, but the islands were urged to maintain vigilance as it passes nearby.
Ingrid has been passing through quite a bit of wind shear at upper levels, preventing it from intensifying and threatening its existence. Meteorologist Rob Lightbrown of Crown Weather Services has said if the system makes it through the sheer, it could re-intensify, but he wasn't expecting that to happen.
Except for Ingrid, no tropical systems are currently threatening St. Maarten or nearby islands. For the latest forecasts, satellite images, and radar loops, click Weather on the top of the home page at everythingstmaarten.com .

4. New Airline Flights May Help "Borderline" Canadians
To get from point "A" to St. Maarten, most passengers prefer nonstops or direct flights (no change of plane) or convenient connections.
But some passengers love a bargain, even if it means inconvenient connections. Most of the time when we issue Low Airfare Bulletins to members of JMB Website Supporters, they regard exceptionally low fares on flights people actually want to take.
For Canadians, the story is a bit different. When there aren't sales, high Canadian taxes make the cost of flights high. So our Canadian members have told us that they flock to the flights that we tell them about in our Low Airfare Bulletins.

5. Pelican Timeshare Owners: Time To Call Lawyers?
Somewhere around 11 years ago, tired of the antics of developer Martin Vleitman, timeshare owners at Pelican Resort "got the keys" and took over the resort through a buyout.
Since then, a number of actions by the Tenants Association Pelican Resort Club (TAPRC) have raised questions within the minds of current Pelican timeshare owners. The reason: TAPRC actions have effectively enabled Royal Resorts Group, the contractor hired to manage the resort, to instead control it, for all practical purposes, through voting authority granted by TAPRC.
Now an influential timeshare owner, Joe Costa, seems to be suggesting litigation be given a second look by timeshare owners at Pelican. That's quite significant because Costa has long opposed litigation against TAPRC.

6. Mary's Boon: Trouble in Paradise
During the many years when Mike and Karla Cleveland owned and managed Mary's Boon Beach Plantation, we never heard one single complaint about that fine boutique beachfront resort on Simpson Bay Beach. For all practical purposes, it was the island's best kept secret, an upscale beach retreat where folks could go to unwind and relax --- with great prix fixe dining.
Raul Max Brown bought the resort from the Cleveland's several weeks ago and has quickly announced a number of changes which were outlined in a letter we published a few weeks ago. Some hotel visitors to Mary's Boon are happy, but others are not happy at all. And timeshare owners appear to be unhappy about the choices they say Brown has given them which involve paying a great deal of money for the units they thought they already owned.
We thought these letters, which were also published in this week's edition of the Timesharing in St. Maarten E-mail Forum, would be of particular interest to our "Weekly News" readers since they involve all the changes at Mary's Boon:

Letter #1 from Carroll Ann and Eugene Robinson :
Wow, wow, holy cow wow……I’ve been reading the timeshare forum for some months, and never until now have I been moved to scream in an e-mail that folks who are timeshare owners in SXM need to get real, get smart, stop drinking rum punches at sales presentations.
My husband and I owned a week at Sapphire Beach. Gave it back. (See my piece in your free newsletter—dated some time last fall (’06) and, I think, also in the timeshare forum, on how and why we did it.)
We also owned two more weeks at Mary’s Boon (MB). Also gave them back, but not before trying to sell them back to Karla (and which is a timeshare owner’s obligation as legally stated in each timeshare owner’s contract with MB). Her response: We aren’t able to buy your weeks back, but list them with Jeff (Berger, that would be you) and I’m sure he will find you a nice buyer.
Me: HUH?
Now, as it turns out, Karla wasn’t going to buy back anyone’s weeks because she and her husband were selling the place…..Hmmmmmmmmm.
Here’s why we wanted to sell our two weeks at MB in the unit right on the beach and featured on their website: The last three times before we gave it back we’d been subjected to noise under us, around us, beside us… not from guests, but from Karla and Mark’s erstwhile contractors, who were busy building, building, building more MB, and at all hours of the day. So much for a vacation in paradise. And this with sometimes no water. No electricity. And, often, no parking for our Tropical rental car.
However, this is only my SXM angst. Now let’s get to the bigger picture: has anyone bothered to read their timeshare contracts? Do those contracts set out in print the following: “Well, silly Americans, you think you are buying the use of our timeshare unit for the number of years we’ve specified, and at maintenance fees that make some sense, but, well, hmm, guess again. We will sell our timeshare operation out from under you, and then try to schmooze you into thinking we’re offering you such a deal, oh, such a deal, when we offer to let you buy the whole enchilada for (in Mary’s Boon’s case), $325,000 to $499,000, or a partial deal with 12 other lucky and stupid-with-their-money Americans, of a fractured ownership“?
Oh, and by the way, “if you don’t like our special deal, which we can’t imagine, you are out of a timeshare and have to go into a resort club deal, and insult to injury, pay more money to do it.”
Jeff, if any owner of anything, even a bicycle, tried this in the USA, where, gasp, we actually have laws that try to protect consumers, he’d find himself in court faster than he could blink. Where’s the outcry Jeff?
Where are the MB “former” timeshare owners…I write former because soon they will be, but not before they are paying more annual maintenance… How’d that happen? The Canadian purchaser of MB says he’s selling the units, but, oh gosh, “in the meantime, I want you to pay me more money for your unit” HUH? … which, unless I can’t read, might not even be there for the timeshare owner’s use.
Now to the kicker: All you folks who are thinking it might be a good deal to buy a unit at MB. Do you understand what kind of damage a hurricane can do to a place like MB, which is right on the beach … and even closer to the waves than the Oyster Pond construction? And if a hurricane scours out Simpson Bay and takes your teensy little, but oh so expensive unit down to Davey Jones’s locker, what rights do you have? Or is it okay with you to simply hand over $325,000 to $499,000 to a breezily insouciant owner, who one can imagine dismisses any and all concerns with a swipe of his hand. Think I’m exaggerating? Or have an axe to grind? Check out MB damage from the Thanksgiving hurricane of 1999.
And don’t let anyone reassure you that the new construction in the wake of the 1999 hurricane will withstand another hurricane. Storm surges are not respecters of deep pilings driven into beach sand. Stand on the beach at Simpson Bay and look out to sea. Where’s the protecting reef? The close-in other islands (which bear some of the brunt at hurricane time)? Can’t find them? That’s because they’re not there. Saba is 28 very, very rough miles from SXM; St Bart’s, ditto. Open sea, folks. Open sea, no barriers, no protection.
One more thing. The new units under the new MB offices and restaurant? They (allegedly) flood now, and without a storm surge or a hurricane. It’s called, in my own quirky tongue-in-cheek, what happens to construction below sea level without the know-how of the Dutch being brought to bear on the buildings. ---Carroll Ann Robinson and Eugene Robinson

Letter #2 from Mary's Boon hotel visitor Rev. Patricia Kashare:
For six years, have dearly loved staying at Mary's Boon for a couple of days before my son arrives and we move to his condo. This year, have had such a run-around: we can't find a record of the room you stayed in; no discounts are being given now; if you request a specific room we can't promise you'll get it.
The rates have gone up 50%. ($150/night for a basement room.) One of the three people who sent me nonsensical responses (took 4 weeks to finally get a room) wrote that "Raul Max Brown" is the new owner. How do I get ahold of anything JMB may have written about Mary's or Brown? I'd like your opinion. I think I'm stuck with staying there on arrival 11/15, and may just want to find Brown and express my deep disappointment. I'd like your opinion on that, too. OK, end of pitch, now here's what Ellen has written just for you.
Synopsis of the problem: US Airways, AA, and Continental have stopped issuing future travel vouchers to people who discover that the fares they paid for flights have dropped. Before, if you found that fares on your itinerary had dropped, you called the airline and they issued vouchers good for discounts on future travel in the amount of the price difference --- but not now. It is a terribly anti-consumer policy which punishes people sensible enough to make reservations early, and it will cost a lot of $ for a lot of people who can't be flexible in their flight arrangements.

As a [long standing/frequent/faithful/other adjective] customer of [American/Continental/US Airways], I am terribly [upset/appalled/frustrated/horrified/other strong adjective] with, in my opinion, your company’s unprofessional and insulting treatment of its passengers. [Be especially careful about couching opinion as opinion rather than fact.] I particularly wish to call your attention to the airline’s new policy of refusing to offer a travel voucher when ticket prices to St. Maarten drop after their initial purchase.
Quite frankly, [American/Continental/US Airways] already treats the flying public as second-class citizens. For example, it was not too long ago when a flight of several hours duration would provide at least a decent snack; today’s reality is a meager “free” bag of pretzels and a small cup of soda with the purchase of a $400-plus ticket. Or what about when one schedules a wheelchair far in advance, makes sure of its provision upon check-in and, again, during the flight, only to discover upon arrival that no assistance is provided at all. A situation such as this one is not only inconvenient but also very dangerous, especially when that handicapped person generally has only minutes to catch his next flight. [Use any incident as an example of what has occurred with you or with someone you know.]
Finally, to add insult to injury, you show us this very last disservice with your current policy of “Let them eat cake” doctrine a la Marie Antoinette with regards to the denied voucher. [Or use any other appropriate quotation.]
I and many others who vacation in St. Maarten/St. Martin (or elsewhere, for that matter) are delighted that additional airlines take a dim view of your rule. While I cannot make claims for other consumers, I can state that – regardless of any extra aggravation – I will try my best in the future to fly with a more customer-friendly airline. Please notify me when you restore your former procedure, and I will be glad to spend my money with you once again.

11. Woman Robbed Near Sunterra Flamingo Resort
Joan Allocca writes: "Just thought you might want to send this to your readers. We have been going to St Martin for 20 years only had one time that trouble happened. Once a runaway truck hit our car and we spent 4 hours at the police station trying to make the officer understand what happened. (Not a big deal)
"But this year at Sunterra Flamingo Beach I was coming from the Casino after midnight and just as I rounded the corner along the beach someone grabbed me and pushed me to the ground, breaking my shoulder and taking my bag. I have had surgery and extensive therapy but I will never be the same again.
"Of course Sunterra Flamingo will not take care of my bills as I was in too much pain and scared to go to the police but went to the hospital and they told me that I would need surgery, asap.
"As a result, I made it home and had a shoulder replacement within a few days. Flamingo says because I did not go to the police, that they would not take care of my bills.
"Just a reminder, even though you might not want to report something that happens to you, do it anyway because it could turn out to be a nightmare."
Jeff comments: There was another robbery last year in Pelican, again very late at night. Pelican and Flamingo have separate ownership but are in the same complex.
Looks like Flamingo, at least, needs better security. We've heard that Pelican beefed up its own security last year after the robbery there. We've heard of no further incidents at Pelican.
No one was hurt in either incident.
