Near Miss: Two 747s Nearly Collide in St. Maarten (Video)

We heard about it when a long-time reader contacted us with a rather frightening eyewitness report. It was late last year. As scores of people watched from Sunset Beach Bar and other places nearby, airport controllers apparently cleared a Corsair Airlines 747 to take off from Princess Juliana Airport's only runway. At the same time, they also gave a KLM 747 permission to land.

The Corsair pilot never noticed the approaching 747. The Corsair pilot taxied his fully loaded plane onto the runway while several hundred yards behind him, the KLM 747 was preparing for an imminent touchdown. Fortunately the KLM pilot saw the Corsair jet sitting where he was to land, gunned the massive plane's engines, and the KLM banked sharply right over the airport, even as the departing Corsair 747 roared down the runway and became airborne, banking sharply to its right in front of the Dutch Side "mountains."

Until last week, that was the story, but late in the week, we found a video online of this. We asked the PJIAE (airport) for comments and the person we spoke to simply said the Corsair jet took longer than expected to complete its checklist so the KLM pilot asked to go around, and the controller agreed. But as you will see in the video, this truly was a near-miss. The airport had never seen the video until we sent it to them last week.

Now there will be an investigation into this. "We don't know what happened, and we will only find out after the investigation," one airport official told us.

Feature Story: State Department Temporarily Eases Passport Requirements
--------

Facing huge delays in processing passport applications (three months, give or take), the State Department and the Department of Homeland Security late last week revised their requirement that Americans traveling to Canada, Mexico, and the Caribbean must have valid US passports.

Under the revision, US citizens "who have applied for but not yet received passports can nevertheless temporarily enter and depart from the United States by air with a government issued photo identification and Department of State official proof of application for a passport through September 30, 2007."

The problem is obvious. If you plan to fly after 9/30, you'll need a passport. Applications filed today take about three months to process.

No matter when you're flying, we urge you to apply for your passport now. Do not count on having it much before the end of September unless you apply for expedited service, which is very expensive and still takes a few weeks unless you go in person to a State Department office.

1. Airline Fares Going Down, But SXM Fees Are Going Up

Despite historically high fuel prices, airlines are making money and the fares they're offering this summer, according to press reports, are lower than last year.

During May, usually a quiet month for fares, we relayed more low airfare info to JMB Website Supporters members than we ever recall sending in the past. Low fares for winter 2008 were never expected, but a lot of them materialized in May as well and many are still available to members on our "secret site."

Meanwhile, PJIAE, the St. Maarten Airport, is raising its fees charged to passengers, which are normally paid by the airlines and added to the cost of your tickets. Their total fee will now be over $44 per ticket. See the details in the Herald article at

4. Another Reader Rails About US Airways

"US Air was our best way to get to SXM, but I will never fly them again. I spent about 6 hours over the course of 3 days trying to make a reservation. Twice I was on hold for over an hour and a half, then got cut off; twice I spent more than two hours with different agents who would leave the phone, presumably to get an answer to a simple question, for periods of up to 30 minutes, then return and not remember what the original question was about. Both times, as I was at the end of the transaction, I was cut off --- having to redial the next day to start all over again. I finally got an agent willing to make my reservations (for 11 people) to go to SXM.

"In addition, without notification of any kind, US Air cancelled all of my husbands Frequent Flyer miles that he was going to use. He had to pay them $300 to get them back for the trip. I also used my Frequent Flyer miles for my ticket. Two months after I made my reservation for a Dec.'07 flight to SXM, I was notified that USAir was canceling my FFM, including the ones that I had used to make my Dec.'07 reservation. My husband called to complain about it and went through the same scenario of 2 hour holds then cut offs, bad service and cut-offs that I did, including being cut off just as he concluded the settlement of my FFM situation and having to call back and start over again. What a disaster!

[Jeff Comments: In recent months we've heard more complaints about US Airways than about all other carriers combined. We've also seen press reports indicating that US Airways had one of the worst on-time records of any airlines. Lost baggage wasn't great either. That's an airline that needs to solve its problems while it still has some passengers left. Pan Am, Eastern, Braniff, and Trans World --- the countryside is littered with the names of airlines that are history. Is US Airways next? For everyone's sake, we hope not.]

5. Caravanserai Construction Seems To Be Going Nowhere Fast

Kathie Jones writes:

"In 2003 we purchased a timeshare at Caravanserai (before we knew about the "new construction"). We were shown a lovely unit that would be identical to ours. We went down to use it in 2004 and were we disappointed! It was old, dingy, and the air conditioning never really worked.

"We talked to Peter Parisi who said, 'yeah well we decided not to keep them up because we are going to demolish them. In 2005 you cannot stay here because there will not be a unit available, but in 2006 you will have a brand new one.'

"He then proceeded to sell us on upgrading to a new two bedroom to start using in 2006. Yes, we were sold. You'd think I would know better being in sales myself. Of course I may have more integrity than Peter.

"Well, then we thought we would just use the extra points with RCI and go elsewhere only to find that the extra points were never added. After many, many phone calls to Jackie and to Peter, I was told if I would pay an additional $120.00 maintenance fee, they would add the points. We just keep getting dumber and we paid it. It took another 5 months before the points were added.

"Ruth Belini who was a sales person even told us we could trade for her place in Maho to use. Well I emailed Ruth and never heard back. Meanwhile we heard from Kathy Hetzel that nothing was going on even after Peter told me oh yes it's going great guns, I'll send you pictures or put them on the website - ha!

"The many phone calls never get returned (oh yes once 2 years ago) by Jackie or Peter. The most recent (we are not going again this year because we could not find a place to stay without coming up with more money) is that I called last week, maybe 8 days ago and got ahold of Jackie and simply asked when they were starting and what is the completion date. She said you will have to talk to Peter but because of the new construction he had to move his office and there is no phone there. I will have him call you - yeah right, I am still waiting."

Jeff Comments: A lot of other people are waiting too, Kathie. We have passed this on to reporters in St. Maarten but as of today, there seems to be no significant progress in getting these units built. Barring miracles, nothing will be ready for occupancy a least through this time next year. If we learn anything more or different, we'll tell you. 7. Sun Resorts, Mullet Bay Beach Resort Owner, Is NOT Sold (Correction)

Last week we spoke several times with a representative of IGY Marinas which recently announced that it has closed on its acquisition of Sun Resorts International (SRI) and its subsidiary Sun Resorts Management (SRM). SRI and SRM own and manage many of the top marinas in North America.

Turns out that those "Sun Resorts" are not the same as the "Sun Resorts" that owns Mullet Bay Beach Resort. Lots of people were confused about that including us and we apologize for that confusion. Here's the complete, accurate word from IGY:

"In order to further clarify any confusion on Island Global Yachting's interests and businesses on St. Maarten, the company has issued the following statement:

"Island Global Yachting (IGY), one of the world's premier owners, developers and managers of luxury marinas and yachting lifestyle destinations, is in no way affiliated with the Mullet Bay Beach Resort project or its owners Sun Resorts N.V. Our company recently closed on the acquisition of Sun Resorts International (SRI) and its subsidiary Sun Resorts Management (SRM). SRI and SRM own and manage many of the top marinas in North America.

"Through our acquisition of SRM, IGY has assumed management of an additional 11 marinas -- seven in Texas and four in the Caribbean. The Caribbean facilities are: American Yacht Harbor, St. Thomas, USVI; Simpson Bay Yacht Club, St. Maarten, NA; Virgin Gorda Yacht Harbor, Virgin Gorda, BVI; and Village Cay Marina, Tortola, BVI.

"As a part of the transaction, IGY acquired American Yacht Harbor in St. Thomas outright and all of SRI's interest in the three other Caribbean facilities. The Sun Resorts International acquisition adds 442 more berths to IGY's Caribbean offerings alone.

"On St. Maarten, IGY manages the following marinas: Simpson Bay Marina, Portofino Marina, The Yacht Club at Isle de Sol, and The Yacht Club at Port de Plaisance."

IGY provided this additional information about itself: "From the islands of the Caribbean to the azure waters of the Arabian Gulf and other beautiful yachting destinations around the world, IGY is redefining the very idea of luxury marina experiences. Founded in 2005 by Andrew L. Farkas, IGY focuses on acquiring, controlling and/or servicing luxury-yacht marinas and the surrounding upland real estate properties. Island Global Yachting marinas operate under the signature Yacht Haven Grande collection and the IGY series brands, as well as several private labels. We have no recent information from Sun Resorts N. V. or from anyone else about redevelopment of the Mullet Bay Beach Resort property, which has been in ruins since being devastated by Hurricane Luis nearly 12 years ago.


Section III: Island

8. A Perfect Reason NOT To Use Verizon Wireless in SXM

We reported last winter that while we were visiting SXM a few months ago, our Verizon wireless phone kept receiving extremely annoying calls that began, "Welcome to Curacao," and gave dialing instructions.

We lit into Verizon about that because every call made there cost $1.29, local or long distance, incoming or outgoing. And those fool "Welcome" calls also were charged to us at $1.29 per minute each.

Verizon Wireless has investigated what happened and this is their report:

"When you visited St. Maarten from January 8th to February 15th, you picked up the carrier ZOCOR, Ltd. Antilles. They are located in Curacao. As I explained, we do not have a roam agreement with this carrier, but we believe that you picked him up through the analog service on your [tri-mode] telephone.

"Verizon Wireless did not have a roam agreement with any carrier in St. Maarten when you were there, and we do not have one presently, although that could change.

"It is best if you check online before traveling. Please visit our website at www.verizonwireless.com for the most up to date information on roaming and charges for calls and text messaging wherever you may be traveling. For instance, our website states that calls in St. Maarten are billed at $1.29 per minute, and that is what you were billed.

"Should you have further questions on this issue, please feel free to contact me by telephone at or by email. Verizon Wireless appreciates your continued business and loyalty.

"Sincerely,
Karen Lurie
Executive Relations, Northeast"

If you don't mind paying $1.29 for every call including dozens of obnoxious incoming calls from "Zocor," then by all means use your Verizon wireless phone. But we suggest instead that you use Sharon at

$1.29 per minute is a huge price to pay for lousy service. For now, we'd recommend not bringing your Verizon Wireless phone to SXM. We are looking further into other alternatives for you.

9. St. Maarten Grocery Stores

St. Maarten doesn't have grocery stores as huge as most of those in the states. Indeed, many of the island's groceries are family owned and are about the size of your average CVS Pharmacy or Walgreen's.

Opened last year, the best grocery on the island, in our view, is Le Grand Marche on the Union Road near Port du Plaisance. If you see a Texaco station on the west side of the road (toward the Dutch Side airport) the new market is behind there.

During our many visits to the store it was clean and well-stocked. They even had Diet Pepsi Lime, not seen much on the island.

10. Mullet Bay Beach Robbery Follow-up; On Restaurant Service Charges

This story comes from reader Chris Schlunz:

"In response to the article from the woman who was robbed while at the beach at Mullet Bay,
I think the island better figure out pretty soon that Americans will take their vacation dollars to another island if they can't feel safe on St. Maarten. Like the woman who was robbed, my husband and I have been coming down to the island twice a year for three or more weeks at a time and we LOVE the island. We just returned from there ourselves last night.

"We do not like what we're hearing about the lack of interest by the police there when a tourist is involved. There have been numerous cases we've been told about where the police show no interest and when the 'attacker' is caught they receive only a slap on the wrist. I'm sure you've all heard by now about the gay journalist and his partner who were attacked near Sunset Beach bar (presumably for being gay) a couple of years ago while many locals just looked on. He was severely injured and will never fully recover. The police were rude and didn't do much when they did finally show up. The case went to court and the attackers basically got their hands slapped.

"This island cannot afford to let attacks continue without serious repercussions. I'm told there are 4,000 new rooms being built there. Who do they think will occupy them if tourists don't feel safe? If the police don't start taking attacks (and robberies) of tourists seriously, the island will lose. I highly recommend that when you go to the beach for the day you put your car key, room key and cash in one of those plastic waterproof boxes and carry in around your neck when you go in to the water. That probably would be a deterrent to anyone who may be targeting you...they would know that you have no money in the bag that you left on the beach and would probably not bother stealing it.

"I also would like to let your readers know that many restaurants on the island are now charging a 'service fee' (which most tourists think is the tip and goes to the waiters). We have asked the servers in several places if they get any of that service fee and were disappointed to find out that most of them never see a penny of it. It goes to the greedy owners of the facilities and many tourists do not add an additional tip since they think that is going to the servers. My husband and I will no longer spend our dollars at Holland House in Phillipsburg. They have wonderful food (pricey but worth it). We always take friends there for breakfast and lunch but this trip we found out that the 10% service fee being added to our bill goes to the hotel, NOT the servers.

"The same is true at the Flamingo Bar (next to Pelican) on the beach. We were also told that Peg Legs is stiffing their servers as well. [See the end of this story for more on Peg Leg -Ed.] They also raised their prices significantly in the past year. There are too many wonderful restaurants on this island for us to continue supporting the greedy owners who take advantage of their workers and tourists. We will no longer be eating at Holland House, Peg Leg and the Flaming Bar and encourage others to check out the places they frequent to be sure the servers are not being cheated out of their tips. Pineapple Pete's puts a 15% service fee on their bills but the servers receive 12% of that. I'm assuming the other 3% helps cover the wonderful nightly entertainment they provide."

Jeff Comments: We have not been able to verify the accusations here against some of these establishments; we don't know whether they are true. The Peg Leg comment is NOT true. Co-owner Linda Parker writes:

"Peg Leg has never charged a service fee. On parties of 5 or more the option of adding the tip of 15% is made by the server. We do not charge a service charge of any kind, and the gratuity goes to the servers, bussers, and bartenders. Our opinion is the same as the writer's, we do not like it when a service fee goes to the house, rather than the server. There is a 3% Turn-over Tax that is a sales tax on food - the same 3% that is not given to the servers at Pineapple Pete's. I am of the understanding that Pineapple Pete's has a relationship with several vendors who help pay for the music there. Peg Leg - on the other hand - pays for music two nights a week, out of its own pocket and we are not subsidized by any vendors.

"In regard to significantly higher prices over the last year, I would like it to be known that prices have stayed the same for over a year. Cost of product has risen, as well as transportation costs for us to receive the quality of food we carry. We have chosen to maintain our prices and absorb the cost ourselves. It is important to us that the customer is happy while he is dining with us and when he leaves.

"If there is any doubt that our servers are not being taken care of properly, I invite you to just ask any one of them."

We would suggest that readers ask the same question of servers at all restaurants. We totally agree with Chris that "service fees" of upwards of 12-15% should go to the waitstaff and not to anyone else.

11. Canadian Passport Situation May Be Improving; US Still Bogged Down

London, Ontario reader Dave Gordon writes:

"Just a final note (I hope) about Canadian passports. I filled out my passport application on-line and took it along with the appropriate documentation to the passport office in London on May 23/07. I arrived at the office at 8:15 am; the office opened at 8:45 am and I was out of there by 9:15 am. I received my new passport by priority mail on June 1/07. So, it appears that much of the backlog in the Canadian system is now cleared."

Anyone else in Canada or the US have recent passport feedback? Re: passports in the US, our most recent info was that there is a 12-week delay for regular service and still a delay of at least three weeks for "rush" service. Bottom line, get your new or renewal passport as far in advance of your planned travel as possible. See the feature story on US passports at the beginning of this newsletter.

12. AA Changes AAdvantage Program

In letters to AAdvantage program participants last week, AA said, "Because we value your participation in the AAdvantage program, we want to let you know about an upcoming program change. AAdvantage members now must have mileage earning or redemption activity once every 18 months in order to remain active and retain their miles. Effective December 15, 2007, mileage balances will expire from AAdvantage accounts that have not had miles either earned or redeemed within the previous eighteen (18) month period. This change will not impact you as long as you remain active in the AAdvantage program."

The good news is that "remaining active" can be accomplished by executing any transaction with your Citibank AAdvantage card before the 18 month period ends. You'll find more on this at www.aa.com.

13. Member Profile: Jim Lombardo

Jim Lombardo is an emergency medical technician (EMT) who likes steaks. His anti-cholesterol medication is a lifestyle that includes tons of fun generally found by doing good for others.

His face is easily recognizable from television ads for his company, Bell Ambulance. Lombardo and some cute little kid remind viewers, If it doesn't say Bell on the side, you've just been taken for a ride. That came to him, like many of his ideas do, in the shower. As a little kid, he first became enamored of sirens and flashing lights visiting Grandma, who lived across the street from the fire department. Later on, he was the volunteer fire chief in Sturdevant [Wisconsin.]

Nowadays he lives in Mukwonago and with two partners, owns Bell Ambulance. They have 34 ambulances and 250 employees, but Lombardo still goes on calls. The reason Lombardo didn¹t become a professional firefighter is because an astute uncle assessed his real strength --- super salesman. Even in high school, Lombardo was honing his skills by representing bands. Nothing like starting out at the top.

"On May 29, 1969, I got a gig in Racine for 'The Byrds.' I also represented a couple of Chicago bands, The Buckingham's and The Crying Shames. I played drums in a band but our last gig was in front of a judge." Never mind, Lombardo is all grown up, but still making life fun.

He's willing to be master of ceremonies, auctioneer or lend his name to numerous events every month, but who can blame him for being extra fond of the always-sold-out tournament that bears his name, The Greater Lombardo Open, which benefits Children's Hospital. "We send out 190 golfers in five-somes. To speed up play, we have a one-over-par rule, meaning once the group is one over they pick up their ball and move to the next hole. Greg Essig, the owner of Western Lakes, is super to work with; he always wants us back the next year. We've gotten the blueprint down cold and other charitable groups come to observe how we do it."

Being open, fun-loving and charitable have created zany opportunities for Lombardo and Bell Ambulance. During State Fair, Bell co-sponsors the Cream Puff Express. They dash fresh cream puffs direct from State Fair to Midwest Airlines who delivers them to the Milwaukee Brewers in whatever city the team is playing in as well as a plane load of very happy passengers.

Being an expert at fetching and carrying has allowed Lombardo to secure a small sail boat for Sir Paul McCartney when the cute Beatle was in town for a concert. That good deed got him front row tickets. He was invited to Miss Katie's Diner in Milwaukee when President Clinton and German Chancellor Helmut Kohl went there for lunch. The photo Lombardo shot hangs front counter center as patrons enter the front door and was flashed around the world on the AP wire services.

Comedian George Carlin might not want to miss too many gigs. One time, he couldn't make it to the Dave and Carole Show on WKLH and Lombardo was asked to step in. He's now a funny regular in their rock 'em sock 'em world as "America's Guest."

14. Trip Report from the Pellegrinos

My wife and I visited SXM this year (April 24th through May 4th) to celebrate our 10th wedding anniversary. I have visited SXM sporadically over the past 20 years (since I was about 15 yrs old). I took my wife to SXM for the first time in 2005 and she had barely stepped off the plane when she announced "I am not leaving!" (I'm sure that was my reaction on my first trip as well). The island was a little lusher than our last trip in 05 when there was a drought. The traffic is still there but if you are smart about when you travel you can work around it.

I can break the trip down into the usual 3 categories:

1) The Good (or Great):

Carnival. We planned our trip so we would be there during Carnival week so we could go to the parade. The costumes and the music were amazing. There were bands and troupes from all over the Caribbean in the parade. We have some great pictures if anyone is interested.

Airport. What an improvement! Air conditioning, room for everyone to stretch out, shopping, dining and even a mini-spa. The new terminal was well worth the wait.

Jean Rich. Jean is an absolute sweetheart; she was planning our "renewal of vows" on the island. We had a problem with our rental 'car' through Tropical-Tropicana (see below under 'Bad') and we ended up dropped off in front of the Flamingo resort with no rental car and all our luggage. I dialed Jean from the front desk and next thing I know we have all our luggage loaded into Jean's car and we are on our way to get a different rental car. We ended up with a much nicer car (this one's doors actually were not falling apart and it had side mirrors that you could use) at a cheaper rate. We renewed our vows on the beach at sunset, and it was incredible. Of course, none of this would have been possible were it not for Jean Rich. She handled every detail from the beach location to our dinner reservations (which were at Spiga, see below), and things went off perfectly. The photographer was amazing and our vow renewal pictures look better than some people's wedding pictures. PS Jean, if you are reading this, I will be in touch very soon. Spiga. My wife and I had dinner at Spiga the night of our ceremony and dinner was absolutely phenomenal. The lobster ravioli is exceptional, I had beef short ribs that fell off the bone and my wife is still talking about the gnocchi with spinach in gorgonzola sauce. We loved it so much we ended up going back again, and almost went a 3rd time before we left. Lara is an absolute sweetheart. She helped us pick out a great wine and when our dessert came out it had 'Congratulations' written in caramel sauce on it. [See www.spiga-sxm.com ]

Bajatzu Bar & Grill. We ate at this new restaurant on our 2nd night and were very impressed. Food was great and priced very reasonably, especially given that they are located in the Maho complex. Our server, her name escapes me, was also very friendly and attentive.

Zee Best. We are addicted to the crepes at Zee Best in Simpson Bay. My wife had the chocolate crepe which has Nutella (Chocolate hazelnut spread) dusted with cocoa powder, wow. I remember eating at the original Zee Best in Marigot years back and having a ham and cheese omelet that was outstanding. Well guess what, it has not changed at all - still incredible. FYI, Zee Best has also opened a new location in the Port de Plaisance resort as well.

Sucriere. Croissants to die for…'nuff said. [They are in Simpson Bay near Fedex. -Ed.]

Lal's. We first visited Lal's on the evening pub crawl aboard the Celine and loved the samosa appetizers. We ordered dinner (take out) one night and it was great. If you enjoy Indian, Lal's is definitely a must go. [They're on Airport Road. Great Indian food.-Ed.]

Trattoria Pizza Pasta. We had to eat here twice, once for the Pizza, once for the Pasta. It was delicious both times. Love the spaghetti Bolognese. Also noticed the JMB oval SXM sticker on the wall - very cool. [PP is in the alley behind Cheri's at Maho. Great place.]

Double Dutch. My favorite DJ on Island 92 starting around 11am. His voice kind of reminds me of Jean Claude VanDamme, he is very cool though. We looked forward to his daily phone calls to Ziggy Chan (sp) who gives the daily rundown of goings on at all the clubs. The banter between the two of them was hysterical.

Paradise Car Rental. Huge thanks to the folks at Paradise (with an assist from Jean Rich again) for turning a potential nightmare into a seamless rental experience. During our trip I noticed that one of our tires had a nail in it. It was Friday night at around 8:30pm so I did not expect Paradise to be open, but guess what, they were. In 10 minutes the 2 gentlemen had the spare tire on the car, had patched the hole in the original tire and placed that one back in the trunk. Now that's what I call customer service.

2) The Bad:

Tropical-Tropicana. Let me preface by saying that I have used Tropical many times in the past with great success. Mickey is one of the coolest guys on the planet. This trip I booked a 2005 Toyota Corolla, when I arrived I was given what looked like a 1905 Nissan. The driver side mirror was shattered, the passenger side door handle would fall out every time you open or close the door, the steering was badly out of alignment and the exterior of the car was beat up very badly. When I drove to the office I mentioned that I had ordered a different car and that the one they were trying to give me was not only in terrible shape, but was unsafe to drive. When I pulled into the lot I noticed the Mitsubishi van I was given in 2005 when they also did not have the car I requested and mentioned that I would not mind taking that one again. I was told that the van would cost me $300+. I asked if there were any other cars at all and was told no. At that point, I requested that they drop me off at the Flamingo, which they graciously did.

[From Jeff: We asked Tropical about this. Mickey never owned Tropical; his uncle and the Baker family does, and they make the decisions. Mickey is no longer General Manager; Romeo is. Mickey had told us last year that most of the vehicles were being replaced but for some reason that never happened. The Bakers told us last week that they are now selling off all the old cars and upgrading the fleet so it is predominately new. They also had persistent front office problems for months but it does appear now all their problems should be solved later this summer. We'll keep you posted. -Ed.]

Quads [ATVs]. They make an already horrible traffic situation downright scary. At least 2 people riding 4 wheelers died while we were down there. These machines are not built for street riding, they are not easily seen and the way some of the riders are driving them, the situation has the potential to get extremely out of hand. [We reported these accidents a few weeks ago. -Ed.]

3) The Ugly:

Cupecoy. What have they done? What used to be one of the most beautiful natural beaches I have ever seen is now gone. Skyscrapers have popped up all over the place as well as fences that keep you from getting anywhere around the beach at all anymore. What a waste. [The worst part is the far western end, where Richard London has erected "Shore Pointe at Cupecoy" almost on top of the beach. Our fondest hope is that Mother Nature some day solves this problem herself.-Ed.]

Westin. Think cookie cutter 'boutique' resort, very beautiful grounds and typical Westin charm but just totally out of place in the spot it is located.

Overdevelopment. Everyplace there is not something built is for sale. If they keep going at the current growth rate there will soon be small postage stamps of beach in the shadow of towering skyscrapers and private gated communities and no green areas at all. Once the island has nothing left to sell and all the tourists have fled to find an island that does not have the same 'rush hour' traffic that people go on vacation to escape from, maybe someone will stop to think "If only we had slowed the rate of development…"

Maho Beach, between Sunset Beach Bar / Caravanserai and the Sonesta Maho, is best known as the beach over which planes land at the airport. They are so close you could throw a football at them which, coincidentally, some idiot did a couple of years ago. He was arrested, heavily fined, and summarily deported. Not a good idea.

Lead Story: Update on Crime in St. Maarten
--------

It hasn't been a good week for law-abiding tourists on St. Maarten.

The good news is that there have been no "major" crimes like sexual assaults or murders (there rarely are, fortunately) but the bad news is that the frequency of "lesser" crimes seems to be increasing, based on anecdotal evidence. And those crimes are only "lesser" if you aren't the victim.

Criminals seem to be getting more brazen, as well, sometimes doing their thing in broad daylight as we told you last week. The story last week regarded Maryann B from Virginia, whose bag was looted in plain sight of others before noon on Mullet Bay beach.

Press reports in the last week cited a holdup of golfers on the Mullet Bay golf course, a late evening holdup in front of a hotel in downtown Philipsburg, and a late-evening holdup on Cannegieter Street in Philipsburg, parallel to the pondfill.

Anecdotal evidence seems to indicate that crime increases to a high point each fall, when the fewest tourists are around; this year, the apparent increase seems early.

Tragically, not all crimes in St. Maarten are minor. More than a year ago, two gay men were savagely attacked by homophobes near Sunset Beach Bar after hugging inside Bamboo Bernie's; one was lucky to survive.

And just about one year ago, Angelique Chauvire, who had worked at the Sexy Fruits store on Orient Beach and was well known to island visitors, was murdered in the hills near Dawn Beach. Flipper Dolphin, the pseudonym of the person who does

As is the case at home, keep your wits about you when you are in "paradise." Stay out of dark areas or unfamiliar places. Don't leave valuables in your car or car trunk, only in locked room safes. Crime is not rampant in SXM like it is in Trinidad, Jamaica, or the D. R. (where you check into resorts and stay there for your entire trip). But it is paradise and NOT utopia: crime exists in SXM just as it does in your town. Be cautious and watchful as you would at home and you should be fine.

Feature Story: Internet Scam Warning

When you are selling or renting out your own timeshare on the Internet, NEVER accept any sale, rental, or exchange offer from anyone who sends you a cashier's check or money order or any other negotiable instrument for an amount in excess of what you're charging, then demands you pay them the difference in a hurry. There are Internet scam artists who make a living by presenting stolen or counterfeit checks and getting real cash refunds from you for their "overpayments." Don't be a victim. The FBI is investigating these incidents.

N. B.: Never assume that "collected cash" in your bank account means a check is actually good; sometimes it takes two weeks for banks to realize checks are bogus, and by then it's too late to help you if you've refunded any "difference."

Again: NEVER accept any payment in excess of your price from anyone, for any reason, and never, ever refund any "overpayment." If you know anyone else who ever advertises any vacation property anywhere for rent or sale, send this entire newsletter to them and point out this article. It could well save them thousands of dollars.

Section I: Getting There: Airlines, Airports, Cruises, & Weather

1. Questions and Answers About Current / Future Airfares to St. Maarten

We routinely receive many emails about airfares to SXM. Here are a few recent questions that we thought would interest many members:

Q. We've been following Spirit Airlines the last few weeks and notice there have been no sales to St. Maarten when they post other sales. What gives?

A. Airlines post sales when they need to sell seats. We've kept meticulous records the last few years and there's a definite pattern to when they do this, though variations occur. Spirit has only been serving SXM for five or six weeks so they have no "pattern," but they have little capacity (flying three times a week on A319 aircraft). They will likely grow their frequency to daily late this year. More sales are likely then, particularly if they add more flights on Friday, Saturday, and Sunday. Members needn't dote on watching them since we do, and we always try to report all relevant sales as quickly as we can.

Q. How do round-trip air prices look for next winter?

A. We expected little airfare action in May because of spiking jet fuel prices. As members know, prices for travel now through next April came in way under what we expected, and we notified members several times in May about $300-range round trips from the Northeast, Southeast, Midwest, and Southwest. June may be slower; usually it is the second slowest month of the year for travel to SXM and many folks are preoccupied with other things in June. Nonetheless, we are watching fares from wholesalers, consolidators, charter operators, and the airlines themselves around the clock and will holler at once whenever we uncover significant changes. Fares for next winter have "dipped" to lower-than-usual numbers several times in the last few months, surprisingly. When you get an Airfare Bulletin, jump quickly if it shows fares you want; they are available but they sell quickly.

Q. If I can get some of these fares directly from the airline, why should I pay you?

A. We are on the phone and on the net searching for breaking fare news 24/7/365. Minor changes are virtually always posted immediately on our "secret site" Current Airfare Sales page, but major changes (reflecting hundreds of dollars off "traditional" fares) get noted both online and via an immediate Low Airfare Bulletin to all members.

Contrary to what you might think, airlines almost never ballyhoo the vast majority of their significant fare reductions; it's peculiar but true. And air travel websites won't tell you when fares to foreign countries (SXM) decline; only we do that. Yes you can get some of these fares from the airlines, but the trick is knowing precisely when they're available. Airlines communicate a tiny percentage of fare reductions. We communicate as many as we can get our hands on, and that is hundreds of them. You can't save on airfares unless you know when they've dropped, and that's where we come in. Unless you want to spend your life searching, the chances are small that you'll find these fares. It's why close to 4800 people have joined us since JMB Website Supporters began in 2002.

Q. I haven't seen many low fares from the west coast lately. Why?

A. We have many members in Southern California and the Pacific Northwest looking for low fares. During the last six to eight months, we've seen fewer low fares from that area than in the past. It hasn't gone on long enough to be a "trend" but it is annoying to us as well as to you, since we can't create fares --- only report them. We are actively searching for fares from throughout the US, Canada, and Western Europe and we have every reason to believe sale pricing will return to the West Coast and Pacific Northwest, particularly as competition heats up.

Q. What's up with Jet Blue?

A. Good question. We heard from three sources nearly a year ago that they were coming to SXM in "Winter 2007" but it never happened. In summer 2006, they pushed out / slowed some expansion plans and we suspect that's what they did with SXM. We still expect them to add routes to SXM, starting with JFK. It would not surprise us to see them also fly to SXM seasonally from BOS and CLT, but who knows? We've heard nothing for a year. The head of another big airline in SXM told us last winter, "They'd be fools not to come in here," and we totally agree.

Q. I've read all the complaints about US Airways. They are convenient for me. Should I really stop flying them?

A. If you like an airline and have confidence in them, stay where you are. US Airways (and American, and Delta) all have problems to overcome and they will. US Airways is keenly aware of its deteriorating service and its disappearing passenger base and it intends to solve its problems. American's pilots and other employees are livid over that airline's big payments to management, so they (despite much higher customer satisfaction than US Airways) are no more stable than US Airways. Delta has just limped out of bankruptcy and hasn't clearly shown what it wants to be when it grows up. Other airlines may simply be different, not "better" in terms of stability. On the other hand, we haven't flown US Airways in years; we fly mostly AA and Jet Blue.

2. Reconfirm Your Flight Reservations

US Airways, Continental, United Air Lines, American, and Delta all have made schedule changes in the last several weeks that have affected thousands of reservations.

If you have confirmed seats on future flights to SXM on any of these airlines, call your airline now to reconfirm and call again a couple of weeks before you're scheduled to fly. The airlines might have some schedule surprises for you and they (for whatever reason) don't seem highly motivated to call to tell you. Please call them.

3. AA Honchos Looking Like Something Other Than Geniuses

We're keeping an eye on news from pilots and other employees at American, who are not at all happy about big bonuses that airline is offering senior execs while giving pilots and others "bupkis." The pilots and employees agreed to hundreds of millions of dollars in wage and benefit concessions to avoid bankruptcy, and now this happens. Despite their unhappiness, they are performing professionally. Hopefully the airline will take care of them but if it doesn't, they certainly have the capacity to take care of business themselves.

We'll keep watching this.

4. SXM To Ready Port For Megaships Carrying 4500+ Passengers

The Wathey Cruise and Cargo Facility at Point Blanche is apparently going to get a multi-million-dollar upgrade to help it keep pace with the next class of superships which, we think, Royal Caribbean should rename from "Genesis" to "Humongoid Gargantua."

The current largest ship in the world, RC's Liberty of the Seas, was slated to visit SXM last Tuesday, but it is a rowboat compared to Genesis ships. Liberty, according to press reports, has a gross tonnage of 160,000 and can accommodate 3,630 cruise passengers and
a crew of 1,360.

Big deal. Cruise Critic notes, "Royal Caribbean has announced it will build cruising's biggest ship ever with the development of a 220,000-ton, 5,400-passenger ship. To be developed under the project name Genesis, the first ship is planned for delivery in fall of 2009."

With major port changes, SXM will be ready to accommodate the Humongoid Gargantua class of ships in 2009.

5. Hurricane Season Begins

It started last Friday and on Thursday, NOAA and the National Hurricane Center issued a "Special Weather Statement" about a system near the Yucatan that it felt had some potential for development. That storm turned into T. S. Barry, the remnants of which were soaking New England this morning.

7. Big Sign At Pelican Adds Insult To Injury to C, D Building Owners

As if erecting a humongous monolith (the "Marina Residences") in front of the verandas of C and D building timeshare owners weren't bad enough, we hear now that Pelican Resort Club / Royal Resorts has plastered a three-story by 10-foot wide billboard on the side of the Marina building exhorting, "Want this View?"

The billboard then shows a picture of the Simpson Bay view that was available to all C & D building owners until Pelican/Royal decided to obliterate it by piling about 9 or 10 stories of "Marina Residences" there. Perhaps the sign should read, "For only $85,000, we'll give you back the view you thought you bought from us before."

And will they refund the original cost paid by timeshare owners of the C & D buildings? Sure, when the island has its first blizzard.

All of which forever redefines "bad taste," doesn't it?

11. Caravanserai Update

Although construction of the new units at Caravanserai Resort, Dutch Side, was approved months ago, we've seen nothing further about it. Some minimal site preparation was underway late last winter, but we've seen no news about when this long-delayed project will actually be done. Neither is there info about when the long-dormant Casino on the property (formerly Dolphin, which moved to Simpson Bay) will reopen.

As soon as we hear more we'll pass it along.

12. Sun Resorts, Mullet Bay Beach Resort Owner, Is Sold: Marina Development Likely

The good news: Orient Express' new development at the Northern end of Simpson Bay Lagoon may well become the best looking resort on the island. It includes a yacht club.

The bad news: The more yachts and megayachts that are stuffed into Simpson Bay Lagoon, the more demand there is for the Dutch Side drawbridge to open, snarling traffic.

Now, Sun Resorts, owner of Simpson Bay Yacht Club and the remains of the old Mullet Bay Beach Resort, has been sold and you'll be surprised to know that the buyer is an experienced developer of marinas.

"Through its acquisition of SRM, IGY has now assumed management of an additional 11 marinas -- seven in Texas and four in the Caribbean. The Caribbean facilities are: American Yacht Harbor, St. Thomas, USVI; Simpson Bay Yacht Club, St. Maarten, NA; Virgin Gorda Yacht Harbor, Virgin Gorda, BVI; and Village Cay Marina, Tortola, BVI. As a part of the transaction, IGY acquired American Yacht Harbor in St. Thomas outright and all of SRI's interest in the three other Caribbean facilities. The Sun Resorts acquisition adds 442 more berths to IGY's Caribbean offerings alone."

IGY's plans for SXM are not known, but will likely involve further marina development either at Simpson Bay Yacht Club or Mullet Bay Beach Resort, or both. We'll keep you posted.

13. Turtle Pier Back on 'Recommended' List

Simpson Bay landmark Turtle Pier Restaurant, under a new management team for almost two years, ran into some administrative problems when it was converting from old to new management styles. The dining room staff was replaced and while changes were being made, service suffered.

The good news is that, according to members who have been to Turtle since February, things are now back to normal -- good service and delicious food.

That's welcome news since TP, still owned by Al and Rose Wathey, is a kick. Great full American breakfasts, lots of choices for lunch, and fine seafood and steaks for dinner and of course, their legendary lobsters from their own lobster pond in Simpson Bay Lagoon. (Don't forget their coconut shrimp.) We'll be expanding our coverage of them on everythingstmaarten.com soon... do check them out. They are next to Avis on Airport Road, Dutch Side.

21. Beach of the Week: Baie Rouge

Baie Rouge is one of the most scenic beaches on the island. Located in the southern end of Sandy Ground, it offers waves, food, sun, some breezes, and good people watching. It's topless and, at the southern end, bottomless as well, if you're sufficiently far south.
